Tibbalds were appointed to provide town planning services and, working alongside a multidisciplinary team, led pre-application discussions and submission and negotiation of the planning application to a successful conclusion in December 2022.

The new Leisure Centre is a 12,000sqm multi-purpose state of the art facility for the community in the heart of Woolwich Town Centre.

Tibbalds secured full planning permission for the new Woolwich Leisure Centre on behalf of the Royal Borough of Greenwich Directorate of Regeneration, Enterprise and Skills (GDRES) with the mixed-use development also to deliver 482 new or replacement homes in a mix of tenures. The residential element includes blocks of between seven and eighteen storeys. Within the wider application site, the project will also deliver commercial space, a new community square, further public realm, improvements for pedestrians and cyclists, biodiversity net gain and public art.

Our role was to lead on planning strategy, pre-application discussions and submitting and negotiating of the full planning application to approval. In addition, Tibbalds supported and advised on the planning issues relating to compulsory purchase, planning conditions, planning obligations and project changes and evolution. We are currently appointment to discharge planning conditions in relation to the Leisure Centre phase which is currently on-site.

Our deliverables included pre-application submission and presentations for engagement with the Local Planning Authority (LPA) and Greater London Authority (GLA) and providing a comprehensive planning statement in support of the full planning application.


The new Leisure Centre is a 12,000sqm multi-purpose state of the art facility for the community in the heart of Woolwich Town Centre. It will replace the dilapidated Waterfront Centre and delivering a direct contribution to health, well-being and active lifestyles to the core of the Town Centre through the provision of: eight lane 25m pool, meeting Sport England requirements; leisure (with flumes), training pools (with variable depth), toddler and splash pools; 5-a-side football hall, two squash courts and two multi-purpose studios; fitness suit and exercise studios; health suite/healthwise consultation rooms; spa facility; soft play and creche; café.


The residential element of 482 new homes have been positioned and designed to worked with the existing urban fabric, optimising the development potential of this highly accessible site whilst respecting on-site and nearby heritage assets.

The development is key to delivering the Council’s vision for Woolwich and that of the GLA who have an ambition for Woolwich to move from a Major Town Centre to a Metropolitan Centre.

Supporting health, well-being and inclusivity within Woolwich was a key driver for the Project. The Leisure Centre will provide new opportunities for residents to lead more healthy and active lifestyles through increasing participation in sports and other activities. A specific example of this was the interaction of the Woolwich Leisure Centre with the adjacent public realm.

A key design concept for the Leisure Centre was how the building’s design can help to improve public participation in sport, with active spaces being outward facing, a concept supported by planning policy. However, it is important to retain privacy, particularly for swimming pool users. The design therefore incorporated a band of translucent fritting to the glazed facade, and blinds. The fritting is strategically located to an isolated zone of the glazing and is intended to obscure a pool users faces rather than to provide a full opaque screen. When full privacy is occasionally required for particular user groups, the blinds can be lowered temporality.

Working with the team, Tibbalds ensured this was clearly articulated to LPA and GLA, demonstrating that the design meets policy aspirations by allowing movement and activity to be seen behind the glazing, whilst maintaining privacy and inclusivity. The design response was supported by planning officers.


One way Tibbalds added value to the project was in delivering a planning strategy that worked with the delivery programme. This included securing 'prior approvals' for the demolition of existing buildings on the site to assist the project programme and demonstrate progress 'on the ground' to stakeholders. This was particularly important given the significant number of recent planning proposals and schemes in Woolwich Town Centre and the danger of ‘consultation fatigue’.


We advised the client team on the implications of this approach for the main planning application - for example that the baseline position would change and there would be implications in respect of the Community Infrastructure Levy (CIL) liability. These planning considerations were clearly set out by Tibbalds to inform a project-wide decision - for example, financially, paying business rates could be weighed against the increased CIL liability.


As well as the Leisure Centre, the project includes significant residential development of 482 homes in buildings of up to eighteen storeys. We worked with the multidisciplinary team to build a robust planning case that balanced the need to deliver a certain quantity of development to achieve a viable scheme, whilst delivering design quality and seeking to meet as many planning standards as feasible. An example of this is the urban greening factor, which was below the London Plan target but is maximised in the context of site and development requirements to the satisfaction of the GLA.


Tibbalds and the RBG appointed team worked alongside the Council's development partner and joint applicant for the application, The Hill Group, and their appointed team. This made coordination and clear messaging in planning presentations and meetings very important. We therefore ‘frontloaded’ these conversations with the client team well ahead of any such meetings. Our approach and use of a planning issues matrix helped us, our clients and the multidisciplinary teams we worked with to concentrate on key issues of debate from the outset. Pre-application agendas, meetings and advice were focussed on these key issues, rather than using up valuable time on ‘agreed’ issues. An example of this related to a locally listed public house on the site which was retained and enhanced in the application, with the narrative around this carefully considered with due regards to planning, heritage and deliverability.


We also concentrated our resources to deliver best value to the Council and Hill. For example, time was spent prior to, and following, the planning committee meeting to ensure that planning conditions and the wording of legal obligations were robust adaptable enough to allow phased delivery of the project. Pre-commencement conditions were minimised and targeted to those that were truly necessary. This directly responded to our client’s objectives and the programme, with the Leisure Centre needing to be progressing as soon as possible following permission. This was duly achieved.


Full planning permission was granted in December 2022. Tibbalds supported RBG and the appointed contractor on planning matters throughout the construction process of the now completed Leisure Centre.
